Ningún partido puede ser un paraguas para delinquir: Sheinbaum tras detención del alcalde de Tequila

Mexico’s President Claudia Sheinbaum said that no political party—especially Morena—can be used as a “paraguas para delinquir” (a shield to commit crimes). Her comments came after the arrest of Diego Rivera, the Morena mayor of Tequila, Jalisco, who is accused of extortion and alleged links to the Cártel Jalisco Nueva Generación (CJNG).

Why the Mayor Was Arrested
Speaking during her Friday morning press conference in Michoacán, Sheinbaum explained that the arrest did not begin as a targeted investigation against public officials. Instead, it started because of formal complaints.

She said the case was triggered by:

  • Multiple citizen complaints
  • Complaints from local business owners in the region

According to Sheinbaum, once authorities receive complaints, they open a formal investigation, and if evidence supports the allegations, the case is taken to a judge to request an arrest warrant.

“We Received Many Complaints”
Sheinbaum stated that many reports were received by:

  • The federal government’s security cabinet
  • The Attorney General’s Office (FGR)

She emphasized that the investigation began because of these complaints, not because the government was already conducting a case against him.

How the Legal Process Worked, According to Sheinbaum
Sheinbaum described the steps that followed:

  1. Complaints are received
  2. Authorities investigate and gather evidence
  3. A case file (carpeta de investigación) is opened
  4. The evidence is presented to a judge
  5. If the judge approves, an arrest warrant is issued
  6. The suspect is detained

She said this is what happened in the Tequila mayor’s case.

No Prior Records Before He Took Office
Sheinbaum also claimed that before Diego Rivera became mayor—and even when he was selected as Morena’s candidate—there were no official investigations or files linking him to organized crime.

She said the only official way to confirm criminal background information is through:

  • State prosecutors’ offices
  • The FGR

And, according to her, those institutions reported no existing records against him at the time.

“The Serious Thing Would Be Not to Act”
Sheinbaum ended by stressing that the worst response would be to do nothing after learning about allegations. In her words, “Malo sería que una vez que uno sabe no actúe”—meaning it would be wrong to know about complaints and not take action.
